Support from the McKnight Foundation in September 2011 funded the formation of the Quality of Life Association (QLA). The QLA is the first Lao Civil Society Organization serving people with disabilities (PWD) and unexploded ordnance (UXO) survivors in XiengKhouang Province.
The QLA is currently supported by World Education Laos, and through funding from the US State Department, the McKnight Foundation, MAG, the Schmitz Foundation, the German Embassy, German Development Services (DED) and generous private contributions.

- To educate the general public about the rights of People with Disabilities (PWD)
- To support medical, psychosocial, rehabilitation and livelihood programs for UXO survivors, families, PWD and UXO impacted communities
